MINUTES Present: Cheryl Van Metre, Archie Johnston, Burley Lyons, Drew Weeks, Iris Hill Minutes of last meeting were approved as read. Money in Bell Fund: Ms. Van Metre thanked Maxine Burton for having exactly the amount of funds that we have ($579,230.00), and what amount is encumbered (Sea Coast Environmental display - $1,250.00, for the garage - $33,750, for removing of the soil - $14,000, permitting - $1,540, and leftover from a parking plan that was done quite a while ago we still have $562.00) leaving a balance of $528,130.43 that is unencumbered. Marine Report: Mr. Johnston stated he talked with Dan Carter who said they had not done anything that he knew of primarily because most of them were wrapped up in the Governor’s Cup. He did say he had a meeting with Mr. Huffines at 11:00 this morning (6/2/09) and if anything changed, he would call Mr. Johnston. Permits: Ms. Hill said the that DHEC published the advertisement for public comment period on the railings and we have not heard anything since then. As far as the contaminated soil sites, DHEC has sent us an amendment to our current contract stating that we can cap the area rather that remove the soil. Open – Air Farmers/Artist Market: Ms. Van Metre stated that she is delighted we have gotten as far as we have with this project. Mayor Lyons agreed that it is looking good. The roof will be 5-V galvanized tin as well as the roof on the shed that will be attached. The sub-committee for the inside heritage display will be Lynn Bagnal, Sharon Etheridge, Scott Paschall, Gus Gusler and Jimmy King. The first meeting of the sub-committee was at the Van Metre home. The second will be on the 11th of June at 2:00 at Lynn Bagnal’s home. Ms. Van Metre stated the sub-committee has some wonderful ideas. Archie Livingston is working on a $10,000 grant from UPS Foundation for this project. If this doesn’t come about, we at least have $1,250 to work with. We will have three (3) different displays that will be done on a rotating basis. Our shrimping heritage display is our very important one. The committee will ask for photographs to be copied and displayed. A press release will go out asking for old photos. The Town history will be another of the displays. The third will be more of the seacoast environmental aspect. They also had thoughts of lectures, demonstrations (casting of shrimp nets, etc.), market in the afternoon and someone to do talks and maybe even a salt water aquarium. Dock and Fishing Pier: As soon as we get the permit, this will be put out for bid. Mr. Gusler is handling the bid portion of this project. Grants: Ms. Hill stated that Betty Heaton contacted the Land & Water Conservation Fund and asked her to relay to the committee what she was told. Ms. Heaton stated that in her phone conversation she was told that the L&WC Fund had applied for millions of dollars in grants from the federal government, but it appeared at the moment they were only going to receive approximately $500,000, and at this point in the game they did not think we need to plan on receiving the grant we had applied for. Ms. Hill stated that we are still waiting to hear from the Brownsfield Grant application also. Ms. Van Metre reminded the committee that we are also waiting to hear from the UPS Foundation grant as was mentioned earlier. Other Business: Ms. Van Metre encouraged all the committee members to think about rules and regulations for the park. Think about what you want and don’t want in the park. Ms. Weeks suggested we also think about a name for the park. Mayor Lyons stated the survey that was done came back for the park to be named Bell Buoy Park. Also, it was mentioned that the TIDE Committee had recommended it be named Bell Buoy Park a while ago. Ms. Weeks said disregarding all that, she thinks we need to get some input from the town before we name the park. After some discussion, Ms. Van Metre asked the committee to think about this. Mr. Gusler stated that the park will honor all the families (Flowers, Fontaines, Bells, etc.) who have contributed to the shrimping industry here at Edisto, and his thoughts are along the line of mentioning all of them.
