BELL BUOY COMMITTEE
September 1, 2009

Present:            Cheryl Van Metre, Archie Johnston, Burley Lyons, Charles Boozer, Drew Weeks, Ray Archibald, and Iris Hill (ex-officio member)

The minutes of the last meeting were approved as read.

The money in the Bell Fund is as follows:           550,670.99
146,386.24 encumbered
404,284.75 remaining

Sea Wall/Rip Rap/Boardwalk/Mitigation/Capping:

After much discussion on type of material, length and height of wall, whether or not to cap the wall, whether or not to use rip rap, etc. for the seawall, the committee decided to make the following motion.  Mayor Lyons moved to have the Building Department get quotes on using the Everlast, Techwood, and the flat granite rocks before any decisions are made.  Charles Boozer seconded the motion and it carried unanimously. 

Marina Report:

Archie Johnston said the committee met with Calvert Huffines and the terms and conditions discussed were:

  • the ramp always be open to the public (with the exception of times during special events such as the Governors Cup),
  • 5 year term with an automatic renewal of 5 years at the anniversary unless both parties agree in writing to alter the term or the agreement,
  • the marina associates would be responsible for all costs and maintenance (the Town would have the option to determine if the maintenance was in accordance with the agreement, if not the Town would have the option to cancel the agreement),
  • Mr. Huffines asked that Bob Doub oversee the construction of the extension, install parking bollards to be sure that no one runs off the ramp,
  • Mr. Huffines asked that as a service to the association the police department monitor the roadway to ensure that no one would be parked in the handicap area or in the fire lanes. 

He stated these were the basic conditions and that Iris Hill has sent a copy of them to the Town Attorney, Bert Duffie, to prepare a draft of the terms and conditions.  When this draft is received it will be given to the committee and Mr. Huffines for their thoughts before anything else is done.

Screening/Free Trees:

Mrs. Van Metre stated we have applied for the free trees to be used as screening through a grant and Mr. Archibald has agreed to pick them up from Columbia if we are awarded this grant.

Clean up of 4 Sites:

Mrs. Van Metre stated the clean up of the 4 sites has been done and everyone is happy this project is now complete.

Dock/Fishing Pier:

Mrs. Van Metre stated that we are ready to make this happen.  Mrs. Hill said the contracts have been received.

Heritage Display:

Mrs. Van Metre thanked Mrs. Sharon Etheridge who has been wonderful in getting things together for the Heritage Display.  She said the committee has done their very best and assured the Bell Committee that they will be well pleased with the display.  She showed a few examples that will be in the display.

Next meeting was scheduled for Monday, September 28th at 10:00 am.
