MINUTES Present: Cheryl Van Metre, Ray Archibald, Drew Weeks, Charles Boozer, Burley Lyons and Iris Hill (Ex-Officio Member) Absent: Archie Johnston Minutes were approved as read. The encumbered funds were put back into the general fund. Mrs. Van Metre and Patrick Brown have discussed securing the building so that when the Heritage Display is ready to be put in, it will be safe to do so. Mr. Brown suggested a latch on the inside on each door, in lieu of a lot of locks. Mrs. Van Metre said we are still getting a few photos in and to date, approximately 30 people have provided photos. Releases are being signed by the photo providers giving us permission to use them. Permits and Grants: Administrator Hill said she has talked with Harold Shapiro of the Catawba Council of Governments about the Brownsfield funds. It is possible they can reimburse the Town for the cleanup of the 4 sites, but he gave the Town no answer at this time. All stimulus funding is being distributed through the revolving loan program managed by the Catawba COG. Thirty percent of the loan would be forgiven, which in essence is a grant. There is no prepayment penalty, but they charge 1% origination fee. Loans can be amortized over a 10 year period. We would have to provide them 3 months financial statements. Administrator Hill suggested waiting to apply for the loan when we know what the costs will be. She will be meeting with Mr. Shapiro next week. Since we have funds in the Bell Fund, we could pay the loan off immediately. Administrator Hill is to check into the interest rates, should the Town decide to amortize the loan. As for the grading permit schedule, there apparently has been some misunderstanding. GEL was under the impression the project was on hold after speaking with a member of the Bell Committee and put this project on hold. Administrator Hill reminded GEL to take direction only from the Town. This has been corrected and they are now moving forward. Once this has been done, we can put the grading/seawall project out for bid. Maintenance of the park was also discussed at this time. Bob Doub said normal maintenance such as mowing, weed eating, etc., could be handled by his department. Mrs. Van Metre asked about maintenance of the restrooms when they are constructed. Mayor Lyons said the town is not staffed to upkeep the restrooms. This would probably have to be contracted out. Mr. Archibald said we are wasting our breath talking about the restrooms as it is his opinion we don’t have the money to build the restrooms at this time. Mr. Doub estimated laying the lines to grade and constructing a manhole would be approximately $18,000. Mrs. Van Metre said the reason she keeps bringing this subject up is because according to conversation with Mr. Doub, this needs to go in before any landscaping, pavers, etc. are done, if we are going to build a restroom in the future. The infrastructure can be put in at this time and the building of the restroom can be done at a later date. The upkeep and maintenance of the restroom was mentioned again. Mrs. Weeks asked to what extent the restroom would be open. It was suggested maybe only open the restroom when the park is rented for special events such as for a wedding, etc. Rules and Regulations: Mrs. Van Metre opened the floor to Mrs. Weeks on this subject. Mrs. Weeks stated we need to start thinking about the dos and don’ts before the park is open. She suggested coming up with a minimum of rules and not try to micro manage the park. The committee was encouraged to spend some time thinking about this. She asked the committee to use this subject as a homework assignment for the next meeting. Name of Park: Are we ready to turn the papers signed by people over to the council for their review and choosing of the name of the park. As of today the most popular name is Bell Buoy Park with 15 votes and Bay Creek Park being second with 13 votes. The lists will be given to the TIDE Committee tomorrow for other possible votes. Mrs. Van Metre has a folder of the ideas of the stage committee (Dee Moseley, Virginia Woodhead, Tom McDonald and John Roberts). They have only met one time and when the time is right for the stage construction, we have some expertise from people who really know about stages. Trees: Mrs. Van Metre stated the plants are being housed at Larry Main’s and he is most willing to keep them for us until we have the area ready for planting. Patrick Brown commented that electricity is on site and available for use. Per John Newton of SCE&G, he is working with the Pulaskis to have the power run underground so the power pole can be removed. They are trying to work out a solution that would be of no cost to anyone. Next meeting is March 2nd at 10:00 am. Meeting adjourned at 11:00 am.
